Two-action Fortitude save at 30 feet; success imposes Slowed 1, failure Slowed 2, critical failure Slowed 2 and Stunned 1 for 1 minute. Reduces target's actions per round.
Reduces the target's temporal experience, forcing it to take fewer actions per round. Even a successful save results in Slowed 1. Devastating against high-action enemies like combat robots and spellcasters who need all their actions to be effective.
