Slowed always includes a value. At the start of your turn, reduce your actions by the Slowed value. If you have no actions remaining from the reduction, you also lose your reaction.
Stunned overrides Slowed — if you're both Stunned and Slowed, only Stunned applies (use whichever gives you fewer actions). Slowed 1 costs you one action per turn. Slowed 3 or higher effectively removes all your actions.
