The deep-water harbor the whole city was raised to serve, back when the cargo was worth serving. Half working port, half graveyard of drydocks nobody's repurposed. Three generations of capes have crashed into it, fought through it, and climbed back out of it — and COMPASS is the only outfit that's ever mapped the bottom. Some things down there haven't seen daylight since before anybody last dredged.
Appearance: Open dark water ringed by rusted cranes and half-collapsed drydocks, the surface catching stray light in long, oily streaks. Gulls wheel over pilings gone green with age; the water itself never quite goes still.
