It exists in a town where High Town wealth, Guild production, fen-walker authority, Brennan's Guard, and old Maker ruins all press against each other. The Council chose to pay Brennan, a former bandit leader of the Claws, to guard the town rather than defeat him — a decision that defines much of Marshedge politics.
Hooks
Use the Council for civic decisions that are never clean. Every vote is also a negotiation among Old Family privilege, Guild wealth, fen-walker charter rights, Brennan's muscle, and whatever secrets the ruins under the Hill still hold.
