Frightened always includes a value. You take a status penalty equal to that value to all rolls and DCs. The value decreases by 1 at the end of each of your turns.

Frightened is purely a penalty — it doesn't compel movement. For forced Fleeing, see Fleeing. Multiple sources of Frightened don't stack; use the highest value.
