Encounter Building for GMs
Build encounters with XP budgets (40-160 for trivial-extreme). Creature XP scales by level relative to party. Level differences are very impactful in PF2e's tight math.
PF2e provides a robust encounter-building system based on XP budgets and creature levels relative to the party.
Encounter Budget (4 players):
- Trivial: 40 XP or less — no real danger
- Low: 60 XP — straightforward fight, low resource cost
- Moderate: 80 XP — standard challenging encounter
- Severe: 120 XP — hard fight, real risk of casualties
- Extreme: 160 XP — potentially lethal, boss-level encounters
Creature XP by Level Relative to Party:
- Party level -4: 10 XP (lackey)
- Party level -3: 15 XP
- Party level -2: 20 XP
- Party level -1: 30 XP
- Party level +0: 40 XP (on-level)
- Party level +1: 60 XP
- Party level +2: 80 XP (solo boss territory)
- Party level +3: 120 XP
- Party level +4: 160 XP (extreme solo boss)
Party Size Adjustment: For each PC beyond 4, add 20 XP to the budget per category. For fewer PCs, subtract 20 XP.
Design Principles: PF2e's tight math means level differences are very impactful. A creature 3+ levels above the party is extremely dangerous because its attack bonuses, DCs, and defenses outscale the party significantly. A creature 4 levels below is negligible. Mixed groups (a leader with minions) create more dynamic encounters than a single-creature fight.
