Condition — Slowed

Slowed (value): lose actions equal to value at turn start. Slowed 1 = 2 actions. Partially cancels with Quickened. Massive debuff in PF2e's tight action economy.

You lose actions at the start of your turn. Slowed always has a value.

Mechanical Effects:

  • At the start of your turn, you lose actions equal to your Slowed value
  • Slowed 1 = 2 actions per turn. Slowed 2 = 1 action. Slowed 3 = 0 actions (effectively stunned).
  • You choose which actions to lose — the condition doesn't specify
  • Does NOT affect reactions or free actions

How Applied:

  • Slow spell
  • Certain poisons and diseases
  • Some monster abilities
  • Environmental effects (extreme cold, thick mud)

How Removed:

  • Duration expiry
  • Removing the source
  • Some restorative effects

Interaction with Quickened: Slowed and Quickened partially cancel. Quickened 1 + Slowed 1 = 3 actions (normal). The math is additive: base 3 + Quickened bonus - Slowed penalty = total actions.

Interaction with Stunned: Stunned takes priority over Slowed. If you have both Stunned 2 and Slowed 1, you lose 2 actions to Stunned, then 1 to Slowed = 0 actions total. But the Stunned value decreases as actions are lost, so it's tracked carefully.

Tactical Impact: Slowed 1 is a massive debuff — losing 1 of 3 actions is a 33% reduction in your turn's output. In PF2e's tight action economy, every action matters. A Slowed martial loses a Strike or a repositioning Stride. A Slowed caster might not be able to move and cast in the same turn.
