Brick and mortar two blocks off the harbor, built back when the docks ran three shifts and the precinct needed room for both barroom brawls and the odd flying arrest. Thirty years running, the fight over how much of the budget goes to capes hasn't stopped — and the capes keep winning it. The rooftop landing pad stays up because nobody's found the nerve to tear it down. Walk in wearing a mask and the desk sergeant's sigh could power the whole building.
Appearance: A squat brick-and-mortar block two stories tall, tall arched windows dulled by decades of harbor grit, a rooftop landing pad bolted on like an afterthought that stuck. Fluorescent light spills flat and unflattering over the front steps at every hour of the night.
