Runs the precinct that catches every superhuman call in this city, from back when the department could still staff two capes full-time. Long memory, longer list of budget grievances, and history with the City Veteran from a time the city could afford them both. He'll back the team up in a real emergency. He'll write them up the second the cameras leave — somebody's got to keep score of who broke what.

Appearance: Broad build in a captain's dress blues gone slightly too tight at the shoulders, badge polished to a mirror shine, silver mustache trimmed regulation-sharp. Stands like every room already owes him a debrief.
