Steading Improvement

Sky-water gathered before it reaches the earth, enough to carry summer's burden.

Filling the cistern takes so much work. Surely, we can do better! Effects: increase Fortunes by 1, add “Raincatching” to the Resources list; when summer comes and you roll a 7+ with Fortunes, the steading generates 1 Surplus.
