Bind a victim's hair to a burning ember inside it and hold their torment in your hand.

A silvery glass bottle about ten inches tall, made of old warped glass shot through with silvery streaks whose patterns seem to shift each time you look. Tie a person's hair around something they made or owned, set it alight, and drop it still burning into the empty bottle to take a grip on them; the cinders glow on until that hold is spent. Speaking their true name lets the bottle twist their senses, plague them with nightmares, or swell an emotion in their heart toward ruin. Should they ever find and break the bottle, every torment you ever dealt through it rebounds upon you.

To unlock it

find one who knows its workings, and get them to teach you;
fill the botttle with spring-water and hallucinogenic mushrooms, and let it steep in the dark for a fortnight.
