You're in a zero-gravity (or similar) environment without a means of movement, floating without support. You can't take actions with the Move trait unless they specifically work in your environment (such as Manifest Energy Wings or jet propulsion movement). Other actions are unaffected as long as they don't require firm footing.
Untethered is a Starfinder-specific condition. Zero-g traversal options — thruster packs, magnetic boots, energy wings — matter more when a large portion of the map may leave characters Untethered.
