The face of the redevelopment money — charming, camera-ready, and never once personally responsible for anything that goes wrong on one of his sites. Talks about the comeback like he invented it. Funds just enough visible good — a park, a scholarship, a ribbon-cutting — to make the criticism sound petty, and keeps lawyers on retainer for the rest. Not a villain, and he'd be insulted at the suggestion. Also the reason half the team's civilian neighbors are getting priced out of the only home they've ever had.
Appearance: A tailored suit without a wrinkle in it, a hard hat worn only for the ribbon-cutting photo, a signet ring catching the light on every handshake. Smile that never quite reaches past the jaw.
