Runs the last working ferry across the harbor, on a boat older than the second generation and a budget the city cuts a little more every year it calls the recovery a success. Has personally hauled half the neighborhood's kids to school, work, and the hospital at one point or another. Stays out of city politics, out loud. Knows more about who crosses the water at three in the morning than COMPASS ever will.
Appearance: A salt-worn captain's jacket over decades of harbor grime, weathered hands wrapped around a mug more often than a wheel these days, a squint permanent from years of glare off the water. Watches the dock like he's counted every face on it twice.
