A Cold War fallout shelter under a downtown high-rise, running as the working headquarters of an off-the-books intelligence cell no one in city government will admit exists. The Bunker stays air-gapped from the city's networks and COMPASS's alike. The people who run it are sharp, suspicious, and unfriendly on purpose. The team knows it's here because somebody important let something slip. They're not supposed to tell a soul.
